According to reports in “The Load Star” magazine, exports from Bangladesh via Dhaka Airport are still immensely delayed. The reason for the drastic export traffic jam is the cancellation of numerous scheduled flights. This cannot be compensated by the limited availability of cargo planes.

As a result, not only did several hundred truck transports jam in front of the airport, the surrounding streets and highways were also completely overloaded within a very short time.

The effects of these bottlenecks caused freight tariffs to rise significantly. According to “The Load Star”, numerous exporters criticized the shipping costs for fruit and vegetables, for example. Compared to the time before the pandemic, these have increased significantly. For example, the freight price per kg of vegetables going from Chittagong to the Middle East was USD 0.66 before the flight suspension. At the end of August, the price was already USD 1 per kg.

Since the freight has shifted significantly to land transport, exporters allow an average of five to seven additional days in the delivery time for this route.

Persistent and unchanged congestion in most European ports leads to severe delays for seagoing vessels at the Tollerort (CTT), Altenwerder (CTA) and Burchardkai (CTB) terminals in Hamburg. This condition has a direct influence on the usage of yards, as the dwelling time of export containers is constantly growing, day by day.

Over the past weeks, many internal terminal management steps have been introduced, preventing any effects on the daily business/supply chain.

With today’s message, we must remind you that the following rules apply:

CTT and CTA: the new ’48-hour rule’
For export containers shipped by truck, CTT and CTA are required to extend the ’48-hour rule’ to mean that CTT and CTA will not allow any export container (including dangerous goods) more than 48 hours before the vessel’s arrival. Up until further notice, this rule will be activated today.

CTB: introduction of the ’72-hour rule’
For export containers transported by truck, CTB is required to extend the ’72-hour rule,’ meaning that CTB will not allow any export container (including dangerous goods) more than 72 hours prior to the vessel’s arrival. This rule will be activated from Monday, 1 February 2021 until further notice is issued.

as a result of the Covid-19 pandemic, the federal German Government decided that with effect from the 1st of July 2020, the VAT rate in Germany was reduced from 19% to 16% on general goods and services and the reduced rate from 7% to 5%.

This interim solution was valid until December 31, 2020. From 01.01.2021, the VAT rate in Germany will be increased again from 16% to 19% for general goods and services and the reduced rate from 5% to 7%.

What does that mean for you?

Logistics and Trading Standards

  • There will be no extra charges on goods (tariffs) or limits on the amount that can be traded (quotas) between the UK and the EU from 1st of January 2021.  No need for a deferment account to pay duty (there is not any, at least not for goods of GB or EU origin!).
  • Excise duty is still payable though and you should consider your position if you are involved in the importation of wines, spirits, tobacco etc. (please reach out to our experts if any questions)
  • Import and Export clearance process will be necessary for all shipments between UK and EU. Safety & Security (ENS) declarations are required for all EU imports but not required for GB imports until July 2021. Please expect delays and disruptions during the first weeks of implementation
  •  For Sanitary and Phytosanitary goods, export health (or phytosanitary) certificates are required from the very first day. These are not needed for GB imports until April 2021 and not needed initially for trusted traders in GB-NI flow deal.
  • There are substantial points covering mutual recognition of standards for most areas, rules that allow one regulator’s stamp to be accepted in other’s jurisdiction. A few areas are still out of this cover, such as chemicals under REACH, where UK will lose its access in 2021 although it invested in the database construction.
  • TRACES NT is required for all movements of SPS goods to EU (including NI) even if/when an export health certificate is not required initially. That also means that IPAFFS for GB imports is not required until April 2021.
  • There will be extra checks at borders, such as safety checks and customs declarations, so businesses that rely on transporting goods to and from the EU will need to be ready.
  • Port systems, such as PBN, GVMS, SI Brexit, all go live from day one.
  • Transit documents will need to be closed on the UK border arrival from day one. This means a physical stop is required. The CGATE group can help you issuing and close your transit documents from and to all over Europe. Please do reach out to our customs experts.
  • Truck routings; ECMT permits will not be required and the process flow can be very similar to as it is today, although UK hauliers will have stricter cabotage rules when operating in the EU.

Other useful information:

Travel

  • If you travel on business or holiday, nothing will change for you.
  • EU nationals that want to work or live in the UK, after January 1st 2021, need to apply for a Visa according to the UK rating system.
  • UK nationals will need a visa if they want to stay longer than 90 days in the EU.
  • No roaming agreement is yet in place. You should contact your provider prior departure to request if any changes are in place.

Law and Security

  • The UK will not have to follow any judgements made by the EU court of justice.
  • The UK will not be a member of Europol anymore but will have a separate agreement in place like they have with the US.

Students and University

  • The UK will leave the Erasmus programme. Only students participating at Universities in Northern Ireland continue. You should contact your programme manager for more info.

UK / EU nationals’- living abroad

  • There will be no changes in rights and the health system can be used until further notice. However, you will need to apply for visa or permanent residency until June 2021.

Following the recent delays and problems in the UK main ports we would like to update you further.

Congestion and delays at the Port of Southampton has deteriorated recently and we are now facing similar issues to those that have been experienced at Felixstowe.

While all the main UK container ports have been working through major delays, Felixstowe has been particularly challenging, contributing to delivery delays of up two to three weeks.

We are now experiencing similar problems at Southampton, including severe congestion, empty containers being refused and no VBS transport booking slots being available.

London Heathrow Airport (LHR) staff have agreed on a series of strike days in December that is likely to
impact airfreight operations during the current peak season and run up to Christmas.

The dates currently planned are:
1st strike – 24 hours – Tuesday 1st December
2nd strike – 24 hours – Monday 14th December
3rd strike – 48 hours – Thursday 17th December through Friday 18th December

Goods will not be able to be transferred to and from aircraft during the industrial action. Airlines have
already been amending and bringing forward close off times for exports.

U.K. has formally confirmed to the EU that no extension will be required, and none will be accepted in case the EU requests one. That sets the Brexit date invariably for 31.12.2020

Customs Clearance will be required for Imports and Exports after 31st December regardless of whether a FTA with EU has been agreed. HMRC will release the UK Global Tariff which will apply to all imports from 1st January 2021, however some duty may benefit from preferential rates subject to UK and EU signing a Free Trade Agreement.

Import/Export entries will also be required between Great Britain and Northern Ireland. HMRC cannot introduce unilateral duty facilities in NI as it will be working to the EU Customs code, although NI remains part of the United Kingdom territory.

We strongly recommend you issue a valid UK EORI number for imports and exports to/from the United Kingdom.
